Is Someone Missing A Bird? Unusual White Tagged Bird Sighted On DeGraw Street

Early this afternoon, an unusual white bird was hanging out in front of the former firehouse on DeGraw Street between Smith and Court Street. It looked way fancier than the usual Brooklyn pigeon. Besides, it had been ring-tagged on his feet.
The bird did not seem distressed and did not seem frightened.

Is anyone missing a pet? Does anyone know what kind it is?
